Silicon Valley's 'move fast and break things' ethos doesn't translate to government. When an algorithm denies a visa, flags someone for fraud investigation, or determines benefit eligibility, the consequences are profoundly different from a failed app feature.

This doesn't mean government should avoid AI—it means government must implement AI responsibly. The framework that follows provides practical guidance for deploying AI ethically in public services.

Principle 1: Explainability Over Accuracy

A model that's 95% accurate but can't explain its decisions is less valuable than one that's 90% accurate with clear reasoning. Citizens have a right to understand why decisions were made about them. Auditors need to verify fairness. Staff need to handle exceptions intelligently.

This means prioritizing interpretable models: rule-based systems for explicit policies, decision trees over neural networks where possible, and maintaining complete decision reasoning trails.

Principle 2: Human Authority Over Autonomous Decision

Government AI increasingly comes from vendors. Contracts must demand algorithmic transparency, data ownership retention, continuous performance monitoring, audit access, and clear liability allocation. The government remains responsible for outcomes regardless of who built the system.

Principle 6: Staged Deployment and Continuous Learning

Responsible implementation follows stages: pilot phases with controlled populations, gradual expansion with monitoring, and production phases with ongoing audits. At every stage, maintain willingness to pause or rollback problematic systems. Learning from deployment is essential.
